EXCLUSIVE – Eliran and Liat Kourtz Ovad, accused of orchestrating a massive international fraud scheme: over 200,000 victims and estimated damages of €500 million.
Tel Aviv / Stuttgart / Bucharest – An international scandal is shaking the foundations of trust in digital financial platforms and European oversight mechanisms. According to documents obtained by Ziarul Operativ, spouses Eliran (Euran) Ovad and Liat Kourtz Ovad are suspected of orchestrating a large-scale financial fraud scheme that affected more than 200,000 individuals across Europe, Asia, and Australia. The total damage is estimated at no less than 500 million euros or dollars.
Eliran Ovad – A Name with Many Faces
Eliran Ovad, also known as Euran Ovad, holds both Israeli and Portuguese citizenship and was born on October 20, 1983. Official records indicate he is married, has completed secondary education, and currently owns and directs “Zmarket” Ltd., a company based in Tel Aviv. His contact information includes an Israeli phone number: 00972ZZZZZZZZZZ.
According to the documents reviewed, Eliran Ovad is the subject of a complex criminal investigation in Germany, under the following charges:
• membership in a criminal gang for commercial purposes
• large-scale money laundering
• concealment of illegally obtained assets
The investigation is being conducted by the Stuttgart Prosecutor’s Office (Baden-Württemberg), under file no. 177 Js 112537/21, in collaboration with the Regional Criminal Police of Baden-Württemberg (file no. $72281022/2021). The charges are based on several articles from the German Penal Code, including those relating to organized crime and money laundering.
Liat Kourtz Ovad – Partner and Co-Coordinator
His wife, Liat Kourtz Ovad, is directly involved in the operation and is regarded as the network’s co-coordinator. Sources close to the investigation claim that the couple operated through multiple front companies and used advanced anonymization techniques for transactions, including cryptocurrencies and offshore banking accounts in tax havens.
Zmarket Ltd. – A Double-Faced Platform
“Zmarket” Ltd., officially owned by Eliran Ovad, is believed to be just the tip of the iceberg. Under the guise of a legitimate investment platform, the company reportedly served as a recruitment mechanism for investors lured with promises of fast profits through trades involving stocks, cryptocurrencies, and other speculative financial instruments.
Once inside the system, victims were manipulated through a network of call centers, where employees (many unaware of the true scale of the fraud) followed detailed scripts to keep “clients” engaged and push them to continue investing.
Suspicious Infiltration Inside EUROPOL
One of the most shocking revelations from the German investigators’ case file is the suspicion that the Ovad couple had inside collaborators within EUROPOL, including access to SIENA – the European secure information exchange system used by law enforcement agencies.
According to judicial sources, these leaks may have enabled the Ovad network to evade raids, move funds, and relocate their cyber infrastructure whenever investigations came too close to the core of the operation.
Ongoing Investigations in Multiple Countries
Parallel investigations are underway in Romania, Israel, Portugal, and Australia. Authorities in these countries are collaborating with German prosecutors and international agencies to map out the Ovad couple’s network of bank accounts, servers, and false identities.
There are suspicions that part of the illicit funds have been reinvested in luxury real estate, high-value vehicles, and obscure tech startups, in an effort to launder and legitimize the stolen money.

In the absence of swift extradition or full cooperation from the Israeli state, there is a risk that Eliran and Liat Kourtz Ovad may temporarily escape the reach of European justice.
