THE “RUSSIAN” DRONE THAT CRASHED IN GALAȚI

QUI PRODEST?

What We Know, What We Do Not Know, and Why the Romanian State Must Present the Full Technical Evidence

By Cezar Cătălin Marin

The impact of what Romanian authorities describe as a “Russian-made drone” on a residential apartment building in Galați represents one of the most serious security incidents on Romanian territory since the beginning of the war in Ukraine.

Beyond the emotion, beyond the political reactions, and beyond the inevitable media narratives, there is one fundamental obligation that rests with the Romanian state:

To explain.

Not through press releases.

Not through slogans.

Not through geopolitical labels.

Through evidence.

Because in a democracy, citizens are not required to believe.

The state is required to demonstrate.

WHAT WE KNOW SO FAR

According to information publicly released by the Romanian Ministry of National Defence, the aerial object entered Romanian airspace from the direction of Reni at approximately 01:54 a.m.

According to official statements:

the drone came from the vicinity of the Ukrainian Danube ports;

it was flying at an altitude of roughly 600 meters;

it performed several turns;

it followed a descending trajectory;

it subsequently disappeared from radar;

shortly thereafter, the impact on the apartment building in Galați was reported.

On the same night, documented attacks were taking place against infrastructure in southern Ukraine, particularly in the Danube port region.

These are the known facts.

The questions begin where the facts end.

WHAT WAS THE INTENDED TARGET?

If the attacks that night were directed against infrastructure in:

Reni;

Izmail;

Orlivka;

Kiliia;

the wider Danube port area,

then a simple question arises:

What military interest would Russia have in striking a residential apartment building in Galați?

A residential building:

is not a military target;

does not affect the battlefield;

does not impact Ukrainian logistics;

does not provide any obvious strategic advantage.

What it does create is:

diplomatic tension;

international attention;

political consequences;

NATO reactions.

Therefore, if the operational objective was Ukrainian infrastructure, Romania appears more likely to have been the result of a deviation rather than an intended target.

If there was a deviation, however, it must be explained.

THE TURNS THAT CHANGE THE ENTIRE DISCUSSION

One detail acknowledged by Romanian authorities is the existence of several turns made by the drone before impact.

This detail is critical.

Because it immediately raises several questions:

What caused those turns?

Were they programmed?

Were they the result of a technical malfunction?

Did the drone lose navigational capability?

Were external factors involved?

Without answers to these questions, the explanation remains incomplete.

ELECTRONIC WARFARE: A POSSIBILITY THAT CANNOT BE IGNORED

The war in Ukraine has become one of the most intensive electronic warfare environments in modern history.

Both Russia and Ukraine are known to employ:

GPS jamming;

electronic warfare systems;

anti-drone capabilities;

communications disruption;

signal spoofing technologies.

This is not speculation.

It is a documented reality.

Therefore, a legitimate question emerges:

Was any form of electronic warfare involved in altering the drone’s trajectory?

We do not claim that it was.

We do not claim that it was not.

We ask.

Because if a drone intended for targets in southern Ukraine ultimately struck a building in Galați, citizens have the right to know:

when the deviation occurred;

where it occurred;

why it occurred;

whether navigation systems failed;

whether jamming played a role;

whether the drone suffered technical damage.

These answers should exist either in radar data or in the technical examination of the wreckage.

WHY HAS THE EVIDENCE NOT BEEN PRESENTED?

This is where the real issue begins.

Following previous controversies involving partially disclosed state documents and major political decisions that many citizens felt were insufficiently explained, public trust has already been weakened.

For that reason, authorities must understand a simple reality:

It is no longer enough to say:

“Trust us.”

They must say:

“Here is the evidence.”

WHO BENEFITS FROM A CLIMATE OF PUBLIC ALARM?

This is the classical question of any serious analytical assessment:

Qui Prodest?

Who benefits?

Not who is guilty.

Not who should be accused.

But who benefits.

Every major security incident inevitably produces political, institutional, and economic consequences.

Following such events, discussions quickly emerge regarding:

new anti-drone systems;

additional defense spending;

expanded security programs;

military procurement;

increased public investment in defense.

This is a matter of fact.

THE SAFE PROGRAM AND THE TAXPAYER’S QUESTIONS

Romania currently carries a public debt of approximately €333 billion.

Over recent years, borrowing has continued to increase significantly.

At the same time, Romania is participating in the SAFE program, which could involve approximately €16.68 billion in additional financial commitments related to defense and strategic infrastructure.

Romanian taxpayers have the right to ask:

How much of this money will remain in Romania?

How many Romanian jobs will be created?

What industrial capabilities will be developed domestically?

What technology transfer will Romania receive?

What percentage will benefit Romanian industry?

What percentage will flow to foreign suppliers?

Because it is Romanian citizens who will ultimately repay these debts.

FEAR AND POLITICS

A frightened citizen does not focus on:

public debt;

inflation;

taxation;

deficits;

economic hardship.

A frightened citizen focuses on:

danger;

war;

survival.

This is precisely why transparency matters.

Because fear cannot become a substitute for explanation.

THE QUESTIONS THE STATE MUST ANSWER

To eliminate speculation and restore confidence, authorities should publish:

The complete radar track.

The full technical assessment of the wreckage.

Identification of the recovered components.

The methodology used to determine the drone’s origin.

An explanation of the reported turns.

The most likely cause of the deviation.

Any assessment regarding the possible role of electronic warfare.

The reasons interception was not possible.

The complete technical conclusions.

Not slogans.

Not assumptions.

Not labels.

Evidence.

CONCLUSION

Perhaps the official explanation is entirely correct.

Perhaps the drone was launched by Russia, intended for Ukrainian infrastructure, and accidentally deviated before striking the apartment building in Galați.

But in a democratic society, citizens are not asked to believe.

They are shown evidence.

If the trajectory is known, it should be published.

If the origin is certain, the technical report should be released.

If there are explanations for the turns observed on radar, those explanations should be communicated.

Because the fundamental question is not whether Romanians should be afraid.

The fundamental question is whether Romanians are being given the full truth.

Until those answers are provided, one question will continue to hover over this incident:

QUI PRODEST?

Who benefits?
