Sebastian Moise, one of the main sponsors of RISE Project and Recorder — credible information from within the Coldea network

Behind the public discourse of “independent media” and the “anti-corruption fight”
Behind the public discourse of “independent media” and the “fight against corruption,” Romania over the past decade has been shaped by networks of influence operating discreetly, yet effectively. Some of these networks have never surfaced directly in the public domain, but they appear repeatedly in converging information coming from within the system itself.
One such name is Sebastian Costin Moise.
An extremely discreet figure, rarely mentioned in public debate, yet identified by multiple sources as a key operator within arrangements associated with the Florian Coldea nucleus.
A “lieutenant” of the Coldist system
According to credible information in the possession of the newsroom, Sebastian Moise is perceived within the power circles to which he belongs as a trusted executor. Not a public-facing actor, not an ideologue, but a mechanism man — the type of figure who knows who decides, what needs to be unblocked, and through which channels.
Converging sources describe him as a “lieutenant” of Florian Coldea, involved in most of the arrangements that have defined what is informally known as Romania’s “Coldist” ecosystem: institutional relationships, administrative resolutions, sensitive approvals, and the management of opaque financial flows.
“Independent” media and shadow financing
At the same time, the newsroom has received credible information from multiple independent sources indicating that Sebastian Moise may be one of the main sponsors of media outlets publicly presented as independent, notably RISE Project and Recorder.
We explicitly underline: we do not claim the existence of publicly declared sponsorship contracts. What we refer to are consistent pieces of information suggesting significant financial support, direct or indirect, from Sebastian Moise to these platforms.
If such information is confirmed, a major credibility issue emerges:
How can a media outlet still be perceived as independent if it is financed from the same power ecosystem it claims to critically monitor?
Red Point Management Solutions SRL — a financial “piggy bank”?
Another element that appears consistently in the information received by the newsroom is the company RED POINT MANAGEMENT SOLUTIONS SRL, identified by sources as a vehicle for the transfer of responsibility and financial resources.
Without asserting, at this stage, the existence of any criminal acts, it is relevant that this company is repeatedly mentioned in connection with sensitive operations, intermediations, and contracts requiring a high degree of discretion. In the language used by sources, Red Point is described as one of the financial “piggy banks” associated with Sebastian Moise.
OTR approvals and the role of Florian Coldea
Perhaps the most serious component of the information received concerns the issuance of approvals required for OTR operations. According to a whistleblower, these approvals may not have been obtained solely through standard procedures, but allegedly as a result of pressures exerted by Florian Coldea.
In support of these claims, the newsroom has received recordings provided by the whistleblower. From these, we reproduce a short excerpt, relevant for what it suggests:
Sebastian Moise: “Don’t worry — the Old Man gets all the approvals, and nobody touches us…”
The newsroom does not claim definitive authenticity of this statement. For that very reason, we consider its verification to fall within the competence of state institutions, not the press. However, the existence of such a statement, corroborated by other converging information, raises a major red flag.
Not a man, but a network
It is important to emphasize: this journalistic effort does not aim to demonize an individual, but to expose a network.
A network that appears to connect:
institutional influence
hard-to-trace financial flows
“resolved” approvals
and a media landscape that presents itself as critical, yet appears connected to the same sources of power
This is precisely the type of informal architecture that, for years, has defined what many have called Romania’s “parallel state.”
